Shakram and his band of Nomans -- including Nolan, Fallon, and Hossan -- have been living in the palace's underground halls.
Shakram recognizes David as the son of Growan terGorden, the former General-Manager of the Biotroniks Corporation, and agrees to help him locate the hidden computer that controls the defense systems. Shakram escapes the Kaiser Laboratories with Alberti's help, killing the other scientists in the process. They navigate the chaotic, earthquake-stricken streets of New Berlin, encountering Gray Guards and Nomans amid the global panic caused by the approaching Oxyd asteroid.
During his escape, Shakram performs his final act of leadership: he transmits a message to the Nomans, urging them to resist the widespread panic and to trust Cantos, the Genessaner alien who is attempting to save Earth from the Oxyd catastrophe. This is a remarkable moment -- a Noman leader, himself a fugitive from a secret prison, using his last hours to ensure that the most despised people on Earth receive truthful information while the Council and Max von Valdec spread disinformation.
Shakram is recaptured by Quadar, a captain of the Gray Guards, but escapes again with Alberti's assistance. He kills Alberti (the circumstances suggest Alberti may have been mortally wounded or compromised) and transmits a second message to the Nomans.

The rebellion is led by Nobody, Summacum Muhlherr, Hanstein, and Bohrl, with support from GeneralManag Claasen of PRODUKT ENERGIE.
The uprising broadcasts the truth about the Oxyd catastrophe -- that it was caused by Kaiser Force experiments, not natural causes, and that Cantos saved humanity -- the very message Shakram tried to spread before his death.
