Plot Summary

Ignazius Tyll, the Lord Inspector, finds himself a target after Max von Valdec dissolves the Council and declares a state of emergency. Warned by his secretary Lorn, he escapes the Lord Inspection headquarters using a secret tunnel. He is then contacted by an Electric Fly representing the Brak Shakram Command, who reveals Valdec knew about the tunnel and rigged it. The Electric Fly introduces him to Manuel Lucci, who takes him to a secret base in the Urals where other anti-Valdec Council members like Anlyka terCrupp, Wilbert terBarden, and Timian Mira have gathered.

Meanwhile, in Geneva, Llewellyn 709, Narda, and Asen-Ger are taken into custody by Queen Anafee of the Gray Guards, who reveals Valdec wants them extradited. Instead, she escorts them to a Ringo and sends them to Lunaport, where Chan de Nouille awaits. Chan de Nouille reveals that Valdec has illegally deconditioned Gray Guards to be loyal only to him. She plans to expose this and turn the Gray Guards against him.

Valdec's coup faces widespread resistance on Earth, with strikes and uprisings erupting globally. Chan de Nouille broadcasts a message exposing Valdec's treachery, causing the Gray Guards to turn against him. Tyll is appointed interim Lord Colonel. Valdec attempts to flee to the Crimea with loyalists, intending to use nuclear weapons if necessary.

Chan de Nouille's forces, including Llewellyn 709 and Narda, attack Valdec's headquarters in Berlin. Llewellyn 709 and Narda breach Valdec's private quarters, only to discover he has been replaced by an Electrical Double that detonates, nearly killing Llewellyn 709. Valdec escapes via a secret MHD rail network to the Ziolkowski-Werft in the Crimea. Valdec launches in a new Omega-class battle cruiser, threatening to destroy Earth's metropolises with nuclear weapons if his escape is impeded. Chan de Nouille allows him to leave.

Valdec escapes into Space II, intending to reach Sarym. Tyll, now Lord Colonel, faces the aftermath of Valdec's actions. Manuel Lucci demands recognition for the rebel groups. Chan de Nouille proposes withdrawing Gray Guards from outer colonies due to resource shortages. Tyll agrees. The GARIBALDI arrives with Hadersen Wells demanding contact with Asen-Ger, indicating trouble at Rorqual. Llewellyn 709 and Narda prepare to depart to investigate.
